Based on the terms of the National Cyberspace Security Strategy 2019-2023 (ENSC) and the measures to ensure a high common level of network and information security across the European Union (Law 46/2018 of 13 August), it is crucial to guarantee the use of cyberspace in a free, reliable and secure manner, by promoting the continuous improvement of national cybersecurity and international cooperation, in conjunction with all the competent authorities. In this context, due to the need to identify the state of cybersecurity in Portugal in various disciplinary and societal domains, and having already carried out a study on post-secondary and higher education cybersecurity (2022), it is now clear that there is a need to carry out a study on cybersecurity at primary and secondary school level in Portugal, within the scope of the Cybersecurity Observatory of the National Cybersecurity Centre (CNCS). The study's main objectives are to:


1. Map and identify the presence of curricular programmes, curricular units and content with themes linked to Cybersecurity in primary and secondary education in Portugal;


2. To benchmark the subject in this area with other European Union countries of comparative interest, by similarity, by difference and by reference to good practice;.


3. Produce recommendations to improve the presence of cybersecurity in primary and secondary education in Portugal, taking into account the best international examples and references.
