On 19 and 20 May 2026, Sofia A. Santos took part, as a national delegate, in the 16th plenary meeting of the Education Policy Advisors’ Network (EPAN), held in Strasbourg.

The meeting was dedicated to advancing work on education for democratic citizenship and the European Space for Citizenship Education (ESCE), and was particularly relevant in the context of preparations for the 27th Session of the Standing Conference of Ministers of Education of the Council of Europe, due to take place later this year in Montenegro.

During the proceedings, participants discussed contemporary challenges facing European democracies, shared national developments in the implementation of the Reference Framework of Competences for Democratic Culture (RFCDC), and analysed emerging initiatives in the fields of digital citizenship and artificial intelligence literacy. New projects and instruments of the Council of Europe were also presented, including the Toolkit for a Democratic and Inclusive School Culture and the Gender Equality in Education Scorecard.
