In Portugal, as in Europe in general terms, the production of social cohesion has become a critical issue in recent years due to the fragmentation of the macro-devices of social, legal and economic regulation. This fragmentation has contributed to both a growing feeling of subjective insecurity (essentially linked to the fear of crime) and an increase in social conflict (mainly due to the dissolution of social ties). In this context, justice is perceived as an element far removed from citizens' control. In addition, and as a result of a certain breakdown in the values of the welfare state, citizens have also come to question not only the state's ability to effectively protect the justice system, but also its ability to manage social regulation.
These problems then have their most visible manifestations in community life, namely in the loss of family ties and neighbourhood links, the proliferation of incivilities, and the disorganisation of life projects and trajectories.
