A learner-focused approach aimed at developing, consolidating and guaranteeing transversal skills in researching and selecting texts to read and/or data to analyse is the strategic element that, through ICT, can encourage the transition between school and university, reducing drop-out rates, modifying learning styles and nurturing independent study throughout life.


The project aims to design, develop and trial, in 3 European countries (Italy, Portugal and Norway), an innovative e-learning management system dedicated to:


1. Developing key information processing skills through ICT (literacy, numeracy and problem-solving skills), with an enquiry-based education learning approach, among learners aged between 16 and 24 with low school results (Comenius, Erasmus, Leonardo da Vinci).
2. Produce a high level of individualisation of learning, based on:


a. computer-automated assessment (CAB) and computerised adaptive testing (CAT),


b. an innovative way of providing learning materials, through the automated modulation of texts, to reduce reading comprehension difficulties.


The project will provide a learning content management system in 4 languages (English, Italian, Portuguese, Norwegian) designed for information-centred courses/modules aimed at secondary school students, undergraduates and unemployed young people.


Features of LIBE courses/modules


The courses offer a comprehensive learning experience to improve learners' skills in searching for specialised information via the Internet. The learning management system (LMS) will ensure:


‘ easy and open access to educational resources to critically develop ICT-related competencies
‘ a student-centred learning approach that promotes independent learning and motivation to learn
‘ robust, accessible and up-to-date technology with technical support
‘ a flexible e-learning solution, at no cost to either end users or stakeholders
‘ complete integration between course content and how it is presented to students, promoting a lifelong learning perspective.


Expected impact



Changes expected from the results of the project:


1. attract social groups that traditionally do not engage in formal training, such as the 80 million with low qualifications in Europe
2. make a significant contribution to achieving the European Union's Five Goals for 2020
‘ reducing the percentage of young people with low educational attainment in Europe to less than 15%
‘ increase the percentage of young adults taking part in lifelong learning initiatives
3. support informal learning and self-learning as important processes for acquiring skills and competencies among young people and adults
4. help disadvantaged groups, through ICT tools, to achieve the levels of competence necessary for their employability, personal development and civic participation
5. reduce gender inequalities in reading and comprehension skills across the age range considered in Europe.
